Norfolk police have charged Richard Freeman, 24, with DUI following a crash early Saturday morning that killed two people.
Cameron Richardson of Chesapeake and Lauren Kok of Staten Island, New York, died in the accident, which happened at the intersection of Granby Street and Kinglsey at around 2 am.
Police say Freeman was driving a black BMW with four passengers hit a tree in the median on Granby Street.
Two other passengers suffered minor injuries, and a third is still in the hospital in critical condition.
