Norfolk police say they have arrested a killer.
They arrested 31-year-old Kendres Owens today in Portsmouth.
Owens is charged with killing 33-year-old Tremaine Pugh.
He was shot to death early Saturday morning at a gas station at Virginia Beach Boulevard and Ballentine Boulevard.
Police are not releasing Owens' picture because they are still talking to witnesses.
