Portsmouth police arrested 27-year-old Winston Doyle Douglas of Brooklyn, New York on Thursday in connection with the 2008 hit-and-run death of Onika Elliot.
Elliot and two other juveniles were walking at the intersection of Greenleaf Trail and Peachtree Lane on October 1, 2008 when they were struck by a dark-blue BMW.
Douglas was charged with one count of hit & run resulting in death, two counts of hit & run resulting in injury and one count of hit & run resulting in damage to property exceeding $1000.
Douglas was a member of the U.S. Navy at the time of the incident.
Dwas arrested in the 300 block of Columbia Street, Portsmouth and is currently in the custody of the Portsmouth Sheriff's Office pending court hearings.
