Chesapeake mom says man exposed himself to her daughter

Chesapeake, Va. - Police officers are searching a neighborhood after a mother says a man exposed himself as her daughter walked to the bus stop on Monday morning.

The incident happened off Libertyville Road in Chesapeake as 9-year-old Jaelyn Manning waited for the bus in the laundromat of the Rivers Apartments complex where she lives.

"I heard belts, like bells on your belt when you put your belt on, and this man stood up and I thought I saw him around the park and everywhere," Jaelyn says.

Jaelyn ran out and told her mom, Elizabeth Manning, who went back into the laundry room.

"When I approached him this morning he has his entire right arm in his shirt and his hands in his pants. He was holding himself. He was obviously holding himself," Elizabeth says. "He walked out, he said to me, is there a problem, ma'am? I had to play it very calm because I didn't know if he was armed or what."

Elizabeth called 911 and prompted a search of the neighborhood.

Police are calling it a suspicious person case and no one has been arrested, which worries Manning.

"These are children. They are defenseless. This is a grown man. What do you want with this child? With these babies? I'm extremely disgusted," she says.

Manning says it all went down around 7:30 a.m. and has left her daughter traumatized.

"I walked in the house and asked her a while ago, are you okay? No, I'm not okay Mommy. She's not okay and this is not okay with me."

This wasn't the first time something like this has happened either. On Friday, police got another report of a man exposing himself. There have been no arrests but Manning is convinced detectives will find him.

"He will be caught. You will be caught. That's what I'm not worried about. You will be caught."
