Five years ago, Ford shut down their plant in Norfolk, eliminating nearly 2,500 jobs.
Now, Ford is spending 3/4 of a billion dollars to create a fourth assembly plant in China.
Just two weeks ago, Ford announced plans for their third plant there.
Construction on the fourth plant is expected to start later this year with the first cars set to roll off the line in 2015.
Ford predicts that, by then, it will have doubled its production capacity in China to 1.2 million passenger cars a year.
