Fire crews were on scene at Granby Street and E 42nd Street due to reports of an apartment complex fire.
Officials say two buildings are involved, and it appears to be an exterior fire. Smoke damage is inside the building, and flames are visible, they say.
According to Harry Worley of the Norfolk Fire Department, investigators have determined that the fire was caused by discarded smoking materials in the mulch. The fire then spread to steps leading into the door and siding.
