Police say on Sunday, September 9, 2012 at around 8:30 p.m., they received reports about an accident in the 700 block of Lynnhaven Parkway.

During an investigation, they found that two vehicles were involved in a crash.

They say a 17-year-old was driving a 1998 Chevrolet Camaro northbound on Lynnhaven Parkway and an adult was driving a 2006 Nissan Sentra in the same direction. Investigators say they were racing and obeyed traffic signals.

Police say as the two drivers approached the intersection of Lynnhaven Parkway and Lishelle Place, the traffic signal remained green and they continued to drive at a high speed.

They say the juvenile lost control of his vehicle and hit a tree in the median. The Camaro rotated 180 degrees and hit a second tree causing the vehicle to rotate back into the roadway and struck the Nissan on the driver’s side.

The Camaro stopped and the Nissan travelled across two traffic lanes and hit a tree on the east side of the road.

There were two juvenile passengers in the Camaro and both were ejected.

Police say they were not wearing seatbelts.

The drivers were not injured. One of the passengers was hospitalized but was released.

The other passenger received serious injuries and remains in critical condition.

One of the suspects has been identified as Joseph Boyd Fisher, III, 19, of the 3700 block of Arthur Avenue in Virginia Beach. He has been charged with one count of misdemeanor racing and is currently being held in the Virginia Beach Correctional Center without bond.

The juvenile suspect, a 17-year-old in Virginia Beach, has been charged with one count of felony Racing and Driving on a Provisional License; too many passengers. He is currently being held in the Virginia Beach Juvenile Detention Center without bond.

This case is still under investigation.
