Jamiel Graves was indicted by a Grand Jury in Norfolk Circuit Court on Wednesday on one county of capital murder.
Graves is charged in Norfolk for the 2012 murder of Phylicia Robinson. He is also similarly charged in Virginia Beach.
Evidence is still being obtained and reviewed by the Norfolk Commonwealth Attorney's office in order to make a decision on whether to seek the death penalty.
