UPDATE: A crash has been cleared on I-564 westbound before the runway tunnel, according to VDOT.
There are serious delays on I-564 heading to Naval Station Norfolk at the runway tunnel after a crash.
One lane is still closed, and delays extend back to to Chesapeake Blvd on I-64 Westbound.
