Hampton, Va. – A construction worker was struck by a vehicle on the Mercury Boulevard on-ramp to I-64 westbound, according to Virginia State Police.

The victim has been identified as 42-year-old Terry D. Cowles of Williamsburg.

It happened at 9:53 a.m. Wednesday, December 4, 2013. Troopers responded to the scene, and are investigating, according to Sergeant M. Anaya of Virginia State Police.

Police say Terry D. Cowles was collecting trash on the closed shoulder, the road side of the guardrail, when he was struck by a 2003 KIA station wagon, driven by 72-year-old Verla A. Brantley of Hampton.

Police say Brantley was attempting to enter the on-ramp to I-64 when she lost control of her vehicle, slid on the pavement, running off the roadway. Once she slid off the roadway, she struck the guardrail and a trash can before side swiping Cowles, police say.

Cowles was taken to Riverside Hospital with non life threatening injuries.

Brantley is charged with reckless driving, and failure to maintain proper control of one’s vehicle.
