Norfolk, Va. - The City of Norfolk is working to wrap up the $6 million project to replace the underpass on East Little Creek Road near Tidewater Drive.
The goal is to finish major construction before the holiday shopping season this fall.
In the meantime, however, drivers are left trying to figure out how to follow a series of confusing detour signs, some of which even take you through the parking lot of the Walmart shopping center nearby.
Many drivers are complaining that they don't have that kind of time to waste.
"What I don't understand is that there's construction signs everywhere but nobody working," says driver Danny Arbeau.
The City says that because the E. Little Creek Road underpass is currently being replaced, lane closures will continue through at least late October.
