UPDATE-- Matthew Ludwick is suspended without pay following his arrest, according to the department of parks and recreation.

The charge and conviction panel met and made the recommendation to the City Manager.

Ludwick was arraigned in court on Tuesday. He is due back in court on October 24.

Virginia Beach, Va. - We’ve obtained a YouTube video of a Beach man at the center of a disturbing investigation.

NewsChannel 3 has learned that before his job at the Great Neck Rec Center, 31-year-old Mathew Ludwick was the manager of Norfolk State University's fitness center.

After that job, he started working at the rec center where he's accused of hiding a camera inside an employees’ rec center locker room.

Though he was charged with committing the felony on the job, city officials say he was not suspended and is still employed with the city.

Investigators say it was a co-worker at the rec center who discovered the hidden camera early last month.

It was hidden inside a light socket.

“That guy was up here working quite a bit actually. I just know that he would sit at the desk in the gym and just kind of observe and watch over everybody,” says Chase Holerby, a rec center member.

Though he was charged with committing the felony on the job, city officials say he was not suspended and is still employed with the city.

During the police investigation into Ludwick, city officials say he was moved to another job away from rec centers. They could not specify what that job is.

We spoke with a city council member who has concerns about Ludwick's current employment.

Councilman James Wood admits this is the first he's heard of Ludwick's arrest.

As far as Ludwick's future employment with the city, that's now in the hands of the city attorney and a  panel that will review his case.
