VIRGINIA BEACH, Va. – A Virginia Beach man has been indicted on charges of filming a minor in state of undress, and it’s not the first time he’s been caught and charged.
26-year-old Andrew Stephen Matisoo, of Virginia Beach, is indicted on charges of Unlawful Creation of Videographic/Still Image of Minor.
Matisoo was arrested on December 14th at the Panera Bread located at 737 First Colonial Road.
Matisoo was previously arrested in 2011 on the same charge at Lynnhaven Mall.
