VIRGINIA BEACH, Va. – The Sandbridge Civic League is asking for the city of Virginia Beach to declare a state of emergency to move sand blown onto private property back onto the beach.

David Whitley, who has lived in Sandbridge for 22 years said the blown sand is now covering pool fences, sides of buildings, windows and doors. Whitley said the state code requires a permit costing more than $3,000 from the Wetlands Board to move the sand back onto the beach.

Whitley and members of the civic league said because of the sand’s height, the fences enclosing swimming pools on private property have lost their effectiveness and anyone can walk up the dune and right up to the pool.
