NEWPORT NEWS, Va. – Police have issued arrest warrants against Vernon Herbert after they say he beat a child with a TV cable.
On June 25 at around 7:40 p.m., an officer responded to the 7400 block of River Road for a report of child abuse.
The officer spoke to the mother of the victim, a 10-year-old boy.
Police say Herbert, who is related to the victim, picked up the boy and his three siblings. Herbert dropped the siblings off at another relative’s house. He then took the boy to another location and beat him with a cable, causing significant bruising.
The victim told his mother about the incident.
According to Newport News Police, Herbert turned himself in to authorities on Tuesday afternoon.
He has been charged with one count of assault and child neglect. Police also issued an emergency protective order.
Child Protective Services was notified and is conducting an investigation.
