NORFOLK, Va. - As the death count in Louisiana rises, the scene remains devastating. So far 8 people are reported dead and that number could go up.

Thousands of homes underwater and more than 10,000 people living in shelters while the rain keeps falling. President Obama declared a state of emergency for the southern part of the state effected by the flood this past weekend as the water settles.

Local Red Cross branches want to help those suffering and trying to rebuild. A volunteer from Norfolk and one from Williamsburg are heading to the location as part of a Disaster Relief Team.

News 3 spoke to Connie Picard on Tuesday before she boarded a plane bound for Louisiana. Picard said she will handle logistics in regards to mass support, feeding and supply. She said having already deployed twice before with the Red Cross, so many people just need the compassion of another person and their willingness to help.

Picard will be gone for 2 weeks.
