Police identify victim in fatal accident on Route 17 at the JRB

NEWPORT NEWS, Va. – A fatal multi-vehicle accident on Route 17 at the JRB closed all southbound lanes on Wednesday evening.

Officials were initially called to the area at 4:06 p.m. for a vehicle fire.

Police say a 2015 Ford F250, driven by Charles Mitchell Jr., was traveling in the southbound lanes when he struck a 1996 Ford Crown Victoria.

The impact of the crash caused the Ford Crown Victoria to ignite, become fully engulfed in flames, and to strike the vehicle in front of it.

The driver of the 1996 Ford Crown Victoria, 59-year-old Troy Mead Massey, died upon impact.

Police say alcohol was not a factor in the incident.

Mitchell was charged with reckless driving.
