Two lanes of I-95 south reopened around 9:50 a.m. and the detour at the Quantico exit to Route 1 was lifted. The south left shoulder and left lane remain closed, officials said.

Traffic was backed up more than 8 miles as of 10 a.m. Southbound delays start before exit 156 (Dale City) in Prince William.

The crash remains under investigation and charges are pending.
