Norfolk fugitive arrested at Maine's border and found with missing, endangered woman

RANGELEY, Maine – U.S. Border Patrol agents in Maine arrested a fugitive Norfolk man along with rescuing a missing and endangered woman.

On November 19, Border Patrol agents received information from an off-duty warden regarding two suspicious people near a remote forested area in northwestern Maine.

Border Patrol agents responded to the area and found a man and woman, both United States citizens.

Agents say they checked their records through a database and the National Crime Information Center which confirmed 21-year-old Brandon Manley, of Norfolk, to be a convicted violent sex offender and fugitive, with a felony warrant for failing to register as a sex offender.

The woman also had an active alert out in the Commonwealth as a missing and endangered person.

Manley was then arrested and the woman was taken into custody for her safety.

Manley was turned over to the Franklin County Sheriff’s Office in Maine for extradition to Virginia.

The woman spoke with detectives from the Maine Sexual Assault Forensic Examiner Program and later reunited with family.

“Significant arrests of violent criminals like this are great examples of how our partnerships with local and state agencies are imperative to the safety and security of our communities and our nation,” said Acting Chief Patrol Agent Jason Schneider. “We hope we have provided relief and comfort to the victim and her family with her safe return home.”
