4 people arrested after man killed in shooting under half a mile from Norfolk State University

NORFOLK, Va. - Four people were arrested in connection with a Tuesday morning homicide that happened under half a mile from the Norfolk State University campus.

According to the Norfolk Police Department, the call for the incident came in around 10 a.m. Police were called to the 900 block of Norchester Avenue, then learned that Charles Sparks, 33, had arrived at Sentara Norfolk General Hospital with a life-threatening gunshot wound.

Sparks died from his injuries while at the hospital.

As a result of the investigation, detectives have charged both Peter W. Babar, 49, of Norfolk, and Donell Small Jr., 26, of Norfolk, with second degree murder and use of a firearm.

Krystal E. Bowers, 30, of Norfolk, and Delphine D. Simmons, 52, of Norfolk, were both charged with accessory after the fact.

Babar, Small, Bowers, and Simmons are currently being held in the Norfolk City Jail without bond.
