Suspect in 2016 homicide of Norfolk woman extradited from Pennsylvania on second-degree murder charges

NORFOLK, Va. – A man was extradited from Pennsylvania to Virginia to stand trial for his role in the 2016 murder of a Norfolk woman.

According to police, 26-year-old Zquan L. Steeps was arrested on a second-degree murder warrant in 2019 in connection with the homicide of 38-year-old Charlene Ryals.

Norfolk Police responded to a residence in the 500 block of Garren Avenue on December 4, 2016 for a gunshot disturbance. When officers arrived, they found Ryals suffering from a gunshot wound.

Ryals was taken to the hospital, where she later died.

After an extensive investigation, Norfolk Police homicide detectives secured warrants on September 18, 2019, against Steeps for second-degree murder and using a firearm in the commission of a felony

Steeps was already being held at Luzerne County Correctional Facility on unrelated charges when he was served with the Norfolk warrant for murder.
