Man charged with involuntary manslaughter, DUI after fatal Accomack Co. crash

ACCOMACK Co., Va. - Virginia State Police are investigating a Tuesday evening fatal crash on Route 13 in Parksley.

The crash happened around 5:12 p.m.

All northbound and southbound lanes of traffic were shut down while authorities investigate. The Virginia Department of Transportation set up detours, and crews rerouted traffic.

According to the investigation, the driver of a 2021 Toyota Camry, Justin Seoum, was speeding in the southbound lanes of Route 13. Police say he lost control of his vehicle, ran off the road, and struck a 2013 Chrysler 200 head-on, causing the Chrysler to flip into southbound lanes.

The driver of the Chrysler, 44-year-old Angela Marie Kellam, died upon impact.

After crashing the Toyota caught on fire, fully engulfed in flames. Citizens helped pull Seoum out of the vehicle and he was flown to the hospital.

Officials say after the crash, the driver of a 2003 Yamaha motorcycle was also traveling in the southbound lanes, laid his motorcycle down and struck the Chrysler. Two other motorcyclists traveling in the southbound lanes laid their motorcycles down, but did not strike any other vehicles.

Police say the three motorcyclists all suffered non-life-threatening injuries and were taken to hospital.

Justin Soeum, (Justin Laferriere), was discharged from Norfolk sentara Hospital on February 14 and was subsequently arrested.

VSP said Soeum has been charged with one count involuntary manslaughter, two counts DUI maiming, one count DUI 2nd offense with elevated BAC (blood/alcohol content), and one count reckless driving.

Soeum received no bond.
