Portsmouth police are looking for a person involved in a chase that ended in the Elizabeth River.
So far, they've arrested one person.
Only NewsChannel 3 was there as crews pulled the car out of the river.
Police say it started with a hit and run on London Boulevard just after midnight today.
Police chased the car, which later crashed into the river off Bayview Boulevard and Mount Vernon Avenue.
