Following this weekend's storms, 2.6 million gallons of raw sewage was dumped into the James River after power was knocked out at a wastewater treatment plant in Lynchburg.
The Virginia Department of Environmental Quality says the sewage will be diluted before reaching Hampton Roads.
Richmond residents are advised not to swallow the water and to shower after swimming.
