Raymond Lewis Perry tells NewsChannel 3 he did not kill Victor Decker, and for Decker’s family, he is willing to take a lie-detector test.
He says police are relying on jailhouse snitches who are making up stories about him to cut their sentences.
Perry will be arraigned in Virginia Beach General District Court at 2 p.m. today.
