State police say the wreck happened around 1 a.m. Wednesday morning near Mercury Boulevard. The tractor trailer flipped over and caught fire.
Troopers say the driver, Marc Abraham of Newport News, leaned over to grab a water bottle. When he looked up, troopers say he swerved to miss a work zone sign on the back of the truck.
A state trooper and a good Samaritan were able to free Abraham from the wreck before the cab caught fire.
The man in the work zone truck was taken to the hospital. Troopers say he should recover.
Abraham was charged with reckless driving.
