Having to wade through your neighborhood once in a lifetime is bad enough - but twice in a week?

For the second time since Saturday, residents who live in the City Line Apartments had to cart their belongings through waist deep water in plastic bags. Next door at the Paula Maria Apartments, things were just as bad. But many of the residents there couldn't drive to safety.

A majority of the people who live in Paula Maria Apartments are elderly, and have special medical needs.

Dozens of folks evacuated had to rely on firefighters to bring them to a warm, dry bed Tuesday night.

Thomas Eaton Middle School in Hampton is now open as an emergency shelter for flooding victims.
