Virginia Beach police are still investigating a fatal accident that happened over the weekend.
Thomas Walker was charged with DUI and involuntary manslaughter.
Police say his passenger, Ryan Ballard, died from serious head injuries he got during the crash.
No other cars were involved.
Walker is being held in the Virginia Beach Correctional Center without bond.
