Police surrounded a home in Norfolk Sunday afternoon. They were called to a house on East Chester Street around 2 and had to bring in a crisis negotiator.
Police have not released many details as to what happened, but a man was taken into custody and a baby was taken right from that man’s arms.
Witnesses say the incident closed off a part of the street for some time.
No one was hurt.
