A spokesman for Boeing says the airline manufacturer has a way to fix battery problems on the Dreamliner.
He says the company put safeguards in place against overheating and battery fires.
He says that is adequate enough for the 787s to fly again.
But investigators in Japan say they don't have enough evidence to prove the batteries are what's causing fires on the planes.
The fleet was grounded when electrical problems were discovered last month.
