Franklin,Va. - Residents in Franklin are hopping mad!
Several residents told NewsChannel 3 their utility bills are out of control. One woman said her electric bill was actually higher than her rent!
A few residents gathered in protest outside of city council to voice their concerns over this issue that is breaking their budgets.
