Southampon, Co., Va. Two Southampton County parents are accused of child abuse and neglect.
Edward Person and Wanda Singletary are facing several charges.
The reported abuse and neglect involved two children and started in 2009 according to officials.
Person is the father of both kids while Singletary is only the mother to one of them.
Both children are now in foster care.
