How did the military go from two types of camouflage uniforms to 10 in just 11 years?

Way back in 2002 the military only had two types of camouflage uniform. Today the various branches have 10.

The Washington Post has an interesting breakdown of how each pattern was created, and how much taxpayer money was spent.
