Teen faces felony child neglect, pot charges in Newport News

Newport News, Va. – A Newport News teen is now facing a felony child neglect charge as well as possession of marijuana.

At 3:25 a.m. on Monday, December 30, 2013, police responded to the 800 block of Renee Court to a report of a woman appearing to be passed out on the floor of an apartment building common area. A small, crying child was reportedly with the woman.

Police arrived and attempted to wake the woman. Once she did wake up, she appeared to be extremely intoxicated, police say. She was extremely disoriented and was unable to answer basic questions.

The woman did not have diapers or formula for the child, and was not able to provide officers with her address.

Officers detained the woman, and contacted Child Protective Services. CPS responded and took custody of the 3-month-old girl.

The woman was taken into custody and charged with one count each of felony child neglect, drunk in public, possession of marijuana, and underage possession of alcohol. She is identified as 18-year-old Tierra Earline Moore.

Moore eventually was able to tell the officers that she had been picked up by someone she knows, and had gone somewhere in Hampton; but remembers nothing beyond that. Moore believes someone may have put something in her drink.
