Midtown Tunnel reopens after manhole cover repair

The Midtown Tunnel has reopened after it was closed Monday for an emergency replacement of a manhole cover.
A spokesperson with Elizabeth River Tunnels says the cause of the damage is unknown, but they do not think it is related to weather.
