Virginia Beach, Va. – An accident has been reported at Dam Neck Road and Elbow Road, according to police dispatch. Elbow Road turns into Dam Neck Road at Salem Road; the accident happened nearby.
The call came in at 6:41 a.m. on Wednesday morning.
