Virginia Beach, Va. -The school board agreed to a budget on Tuesday night, but is asking for $20 million dollars from the city council. Part of that would cover a 5% raise for teachers.

$20 million would be the equivalent of a four-cent tax increase, but it'll be up to city council to decide if that's the way to pay for it.  Just thought of a tax increase was enough to bring some people out to address the members. "Before you vote to raise taxes, I want you to think of those who can't afford them," said Dianna Howard from the Hampton Roads Tea Party.

Board members said they would support a tax increase if needed, but hoped city council members could help come up with a different way to fund the plan.

There is still another meeting to talk about the budget before it is sent to the city council, but nothing major is expected to change.
