Are growlers too small in Norfolk?

Norfolk, Va. - The city of Norfolk says convenient stores cannot sell 32-ounce growlers individually. Instead the city says the smallest size growler that can be sold is a 64-ouncer.

The city says 32-ounce growlers are small enough to be considered  single servings.

Convenient stores cannot sell single servings of alcohol.

It's different for local breweries that sell their own alcohol on site.

O'Connor's Brewing Company in Norfolk sells 32 and 64 ounce growlers. President Kevin O'Connor says this is an issue all over the nation. He says down in Florida 32 and 128 ounce growlers are legal but the 64 ounce one is not.

A growler is a big glass jug often used for craft beers. They can normally be re-filled with any kind of beer at any local brewery.
