‘Upskirting’ suspect busted by victim’s husband at Henrico Walmart

HENRICO COUNTY – A man has been arrested after being accused of taking pictures up womens' skirts at a Henrico Walmart. A picture of the suspect was given to WTVR-TV.

High School teacher aide John Wiggins has been arrested after being confronted by the husband of one of the victims.

The woman who gave the photo to WTVR says Wiggins dropped a box of pasta on the floor as a distraction. It was an excuse for him to reach down to get closer to the floor and into the perfect spot to snap a photo.

She says after it happened to her, her husband followed Wiggins in the store and was able to capture a picture of another woman apparently being victimized.

The victim said the incident caused her to change her shopping routine.

“I definitely haven’t worn a dress out shopping — and I don’t know when I’ll do that again,” she said.

Wiggins' daughter emailed WTVR-TV saying, “My dad is obviously struggling with mental illness. My family and I are being effected greatly by this situation.”
