Virginia Beach man arrested, accused of exposing himself to children

Virginia Beach, Va. - A 69-year-old man was arrested in Virginia Beach in early January after police say he exposed himself to children in his neighborhood.

Ralph Gregory Gutshall of the 1100 block of Indian Road was arrested on January 9th.

According to his bail determination sheet, Gutshall is described as a serial offender and told officers that he's seeing a psychologist and he was sorry for exposing himself.

Gutshall was arrested for 4 counts of indecent liberties.

Brittney Whittington said she called 911 when a group of several upset children told her they saw a man exposing himself to them.

She said, "their parents have to explain to them why there was an older person was showing them their private parts."

Whittington said the kids were between the ages of 6 and 9. She said she first notified the children's parents and then the police.

The incident happened back on January 9th.

NewsChannel 3 received the checklist for bail determination which states he has a history of similar charges in Pennsylvania.

It states that he says he’s seeing a psychologist and apologizes for what he’s done.

"We both agreed that he needed psychological counseling, which he did and for a while I actually attended with him,” said Randy Weems.

Weems said he and Gutshall have lived together for over a year. He said Gutshall was trying to get help through therapy.

"Obviously he needs to stay where he is. He'll never be living here again. He will never set foot here again," said Weems.

NewsChannel 3 reached out to the jail and asked Gutshall to speak to us, but he denied our request for an interview.

His next court hearing is February 23rd.

He's being held without bond at the Virginia Beach Correctional Center.
