The Coleman Bridge reopened to traffic just before 12:30 p.m. Monday afternoon after electrical-mechanical issues forced all traffic to stop for nearly three hours.
Witnesses say the bridge was stuck in the open position. Virginia Department of Transportation officials say the bridge lift started at 9:18 a.m.
