VIRGINIA BEACH, Va. - The candidates for Virginia's second congressional district are making their final pushes before Tuesday's election day. The race has turned nasty at times between Scott Taylor and Randy Forbes. Pat Cardwell, an attorney and businessman, says he's gaining momentum.

State Del. Taylor held his last rally a few days ago. The former Navy Seal says his focus over the next few days is making sure the vote comes out as historically voter turnout is lower for primary races. "Tons of energy going in," he said. "Our campaign is high energy. Other campaigns are low energy."

Rep. Randy Forbes, who has represented the fourth district, is now running in the second. He has a powerful position in the Committee on Armed Services. "What I bring to the table is that wealth of experience," he said.

The campaigning has at times turned negative in television ads.

"The only thing we've ever done is pointed out [Taylor's] record," said Forbes. "I think if you're having to talk about my character and spending hundreds of thousands of dollars attacking me that means you're losing," said Taylor.

Pat Cardwell is a lesser known candidate, but the attorney and businessman says he's gaining momentum. He says he's the one who's the outsider. "What do I make of my chances? All I know is that the people in this environment want citizen legislatures, not career politicians," he said.

Election Day is Tuesday.
