NORFOLK, Va. - "Light deters crime," according to neighbor Deborah Mapp who lives in Broad Creek, near a section of lights that have been out since March of 2015.

Over the last year, she said she has noticed groups of 17-18 year old kids gathering in the dark location and she believes they're engaging in illegal activity.

In 2012, Mapp said there was a rash of break ins and now her elderly neighbors are worried that history will repeat itself.

A total of four lights at the end of the street do not come on at dusk, when all other street lights illuminate the rest of the neighborhood.

News 3 reached out to Dominion Virginia Power and a spokeswoman said the lights are privately owned and it is the owner's responsibility to repair them.
