City of Portsmouth reaches $1 million settlement with family of teen killed by officer

PORTSMOUTH, Va. – Sources confirm the City of Portsmouth has reached a settlement with William Chapman’s family for one million dollars in the civil case against Stephen Rankin.

Rankin was convicted last month for voluntary manslaughter after he shot and killed 18-year-old William Chapman during a dispute in a Walmart parking lot.

Chapman’s attorney declined to comment but sources tell News 3 that an agreement to pay Chapman’s family 1-million dollars has been reached but not signed.

Portsmouth Mayor Kenny Wright said, “I’m not at liberty to discuss a possible settlement, but would love to resolve this as soon as possible. This family as gone through enough!”

William Chapman was killed by former Portsmouth Police Officer Stephen Rankin on April 22, 2015.
