SCOTTSVILLE, Va. — Usually when you begin a story by saying "once upon a time," you are usually referring to something that happened a long time ago that doesn't happen anymore.
That's not the case as in 1775, the first ever James River Batteau launched and carried goods and people with a unique ability to go up and down the river. Now, the batteau is back for the annual festival.
