Driver arrested after fleeing fatal moped involved crash in Chesapeake

CHESAPEAKE, Va. - A driver has been arrested after a fatal hit-and-run crash Saturday afternoon.

Around 3:37 PM, Chesapeake Police responded to the 1500 block of Hoover Avenue for a vehicle that struck the driver of a moped.

The driver of the vehicle, a 2005 Ford Taurus, was traveling southbound on Hoover Avenue turned left onto Buckland Street and struck the driver of the moped who was traveling northbound on Hoover Avenue.

The driver of the vehicle fled the scene of the crash and witnesses followed the driver to the 1800 block of Martin Avenue.

Witnesses observed the driver get out of the vehicle and go to the rear of the residence at that location, police say.

According to officials, officers arrived at that location and took the driver, 21-year-old Iran Lucas, into custody.

The driver of the moped was pronounced dead at the scene, according to officials. He was later identified as 42-year-old Thomas Penny.

Lucas has been charged with Felony Hit & Run.
