Virginia Beach's beaches reopened to the public Friday with new guidelines, including no big coolers, no speakers and enforced social distancing.

Oceanfront businesses are expecting a smaller Memorial Day weekend turnout than in past years, but the city is placing ambassadors at every beach access point to remind people of the guidelines.

Ambassadors will be out seven days a week from 10 a.m. to 7:30 p.m. to help educate people on the rules. Law enforcement could become involved if they aren't followed.

"It's in our hands to stop the spread of COVID-19 and be sure that we are going to do this in a safe way for everyone concerned," said Mayor Bobby Dyer.
