Portsmouth looks to use outside firm to select new city manager

PORTSMOUTH, Va. — In a unanimous vote Tuesday night, Portsmouth City Council agreed to hire an outside firm to select a new city manager.

Whoever is eventually selected will replace Tony Chapman who was fired from the position after about six months on the job.
